MENA Policy and Thematic Analyst

Job Purpose

The CaLP regional policy and thematic analyst is responsible for producing analysis and synthesising learning on regional thematic, contextual and policy trends on cash transfer programming (CVA). This analysis contributes to regional and global progress on cash policy and technical quality. The regional policy and thematic analyst will be part of CaLP’s MENA regional team, and will work closely with other CaLP Secretariat staff in particular the knowledge management and research coordinator, policy coordinator, and communications manager.

Key Responsibilities

Produce thematic and policy analysis

• Support the analysis of the CVA knowledge needs of CaLP’s target groups, and define what thematic and policy products are most relevant for each group
• Lead on production of thematic and policy briefings and reports on trends and drivers of change relevant to CVA in the region, for audiences across CaLP’s target groups. These should draw on CaLP’s existing thematic areas, and on regional trends influencing CaLP’s strategy to 2020. These include: the linkages between humanitarian cash assistance and social protection; the increasing use of multipurpose cash assistance1; data protection issues; CVA and risk, in particular in hard-to-reach areas; shrinking humanitarian space; the role of local actors in CVA programming and new technological trends presenting opportunities and risks for CVA
• Produce briefings and reports on contextual trends in humanitarian needs, and the implications for CVA

• Provide substantive analytical capacity to CaLP’s work on visioning the future of financial assistance to 2030. The products developed should analyse trends in instruments and technologies, and the implications for CaLP members, and CaLP as a network
• Contribute regional analysis to CaLP’s next State of the World’s Cash report
• Contribute regular updates and analysis to CaLP’s policy updates and other global policy products
• Ensure a strong link with CaLP’s thematic work at global level, CaLP’s other services (in particular training and support to coordination), and CaLP’s communications approaches and outputs

Analysis and External engagement:

• Develop and maintain technical (research) relationships with external stakeholders, including academic institutions, to increase the impact of CaLP’s research and knowledge work regionally
• Create a strong analysis network on CVA amongst CaLP members, and build an active community of practice on cash policy issues who contribute actively to CaLP’s Global Cash Policy Network
• Provide inputs into the design, planning and implementation of regional learning and policy events, in collaboration with CaLP’s members as appropriate and relevant
• Support the regional representative to position CaLP’s knowledge products (briefings, case studies, guidance, research) within technical and policy fora regionally
• Shape and strengthen relationships with knowledge management focal points in members & other stakeholders at regional level

Uptake and dissemination of knowledge products

• Work with relevant team members and partners to support the development of appropriate dissemination and uptake strategies for the analysis produced. This includes dissemination beyond the MENA region
• Identifying the need and value of translating the analysis into Arabic
• Ensure CaLP’s regional web page(s) are kept up to date with the latest analysis, and responsive to diverse needs of audiences

Technical Skills, Experience & Knowledge

Essential

• Education to postgraduate level in social sciences or another relevant subject
• Demonstrated analytical skills and written clarity, including ability to understand complex concepts and problems and synthetize information
• Demonstrated problem solving skills and results oriented approach. Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
• Experience of humanitarian operations, and applying knowledge in practice in the humanitarian sector
• Experience developing guidelines and/or research outputs
• Experience and understanding of the humanitarian trends in the MENA region
• Experience making external presentations to senior audiences
• Strong networking and diplomacy skills, able to work constructively with a wide range of actors and bring them together to tackle collective problems.
• Demonstrated capacity to actively learn- understanding the implications of new information for both current and future problem-solving and decision-making.
• Excellent planning and organisational skills, with ability to manage own workload and meet organisational and external deadlines.
• Excellent communication and cross-cultural team playing skills.
• Competent to work with significant levels of autonomy
• Fluent in English
• Behavioural role model for peers and fellow team members
• Organisational awareness and a commitment to Oxfam’s and CaLP’s objectives and values.

Desirable

• Understanding of recent developments in Cash Transfer Programming, including opportunities, complexities and politics around it
• Experience of work in one or more of CaLP’s thematic areas of work
